Slice peppers in half, remove seeds and membranes.

Brown ground beef, add onions and garlic until softened.

Stir in rice, tomatoes, and seasonings. Simmer until rice is cooked.

Spoon filling into pepper halves, pack tightly.

Bake in a baking dish with a little water at 375°F for 30-40 minutes.
