Preheat your oven to 400°F (200°C). Slice off the tops of the garlic heads to expose the cloves. Drizzle with olive oil and a sprinkle of salt and pepper.

Place the garlic heads in a small oven-safe dish and roast for 30-40 minutes, or until the cloves are soft and golden brown.

Once cool enough to handle, squeeze the roasted cloves out of their skins. Mash them gently with a fork. Add the softened butter and mix until smooth and creamy.

Finely chop the rosemary and add it to the garlic butter mixture. Mix well to combine. Add red pepper flakes (optional) for extra heat.

Transfer the garlic butter to a small bowl or ramekin. Cover and refrigerate for at least 30 minutes to allow the flavors to meld.
